Provider Biographies
Louis Appel, M.D., MPH, FAAP - Chief Medical Officer, Director of Pediatrics
Louis Appel, M.D., MPH, FAAP serves as Chief Medical Officer and Director of Pediatrics at People’s Community Clinic. Dr. Appel provides primary pediatric care at the Clinic in addition to overseeing the clinical programs. He is co-facilitator of the Community Access to Child Health Program for the Texas chapter of the American Academy of Pediatrics and co-chairs the Texas Pediatric Society’s Community Access to Child Health Committee. In the past he has served on the Texas Pediatric Society’s Task Force on Childhood Obesity as well as on the Travis County Early Impact Team, advising on the coordination of Early Childhood Intervention services in the county. He has also served on the Austin Multi-Institutional Review Board. Dr. Appel graduated from Harvard Medical School and obtained his MPH at the Harvard School of Public Health, with a concentration in public management and community health. He completed his pediatric residency at the University of Washington in Seattle.

Steve Crow, M.D.
Steve Crow, M.D. has been a PCC physician since January 1993, although he first came to the clinic as a pre-med volunteer from 1983-1985. He attended the University of Texas at Austin, graduating with a Plan II Degree. After medical school, he had a one-year internship in Forth Worth before coming to PCC, which was his first job as a physician. In 1994-1996 Dr. Crow completed his local Family Practice residency. One of his residency clinics was at PCC and he also moonlighted here. Dr. Crow’s specialty is Family Medicine, and he works in PCC’s Adult Medicine department.
Patricia DelAngel, M.D.
Patricia DelAngel, M.D. is fellowship trained in developmental pediatrics. She led a clinic for foster children in Los Angeles and most recently led the developmental clinic here in Austin at Dell Children's Medical Center. At PCC she does primary care pediatrics during regular weekday clinics in addition to the new Saturday clinics, including our group Well Child Checks.
Susan Dubois, M.D.
Dr. Susan Dubois is a board certified Endocrinologist with 15 years experience, who has been working with the medically underserved population in East Austin for the last 8 years. She graduated magna cum laude from Baylor University in 1984, went to medical school at the University of Texas Medical School at Houston, and then on to the University of Texas Southwestern Medical School for residency in internal medicine, where she also served as chief resident, followed by fellowship in Diabetes, Endocrinology and Metabolism. She has served as Assistant Professor of Medicine at the University of Texas Medical Branch, Austin Campus, in the role of Director of the Endocrine Specialty Clinic at Brackenridge for 6 years. Along with Betsy Carlisle, PharmD, she also developed a Traveling Diabetes Clinic that has served the Seton Community Clinics. Dr. Dubois left her private practice in the summer of 2008 to start a non-profit organization, Auxanomen Mission, whose purpose is to provide high quality health care without financial restrictions to the community of East Austin as well as to support clinics and health care education through The National Council of Spiritual Churches in Haiti (CONASPEH). Through collaborative efforts with the University of Texas and People’s Clinic, Dr. Dubois’ team will work to assist patients in self-management skills for diabetes as well as provide educational, behavioral, and nutritional support to make substantive life style changes for disease prevention.
Stephen Heilman, M.D.
Stephen Heilman, M.D. works as a physician in the Adult Medicine department at People’s Community Clinic. A graduate of Baylor College of Medicine, Dr. Heilman has over 30 years of experience practicing medicine in Austin, TX and abroad. He spent 4 months in former Yugoslavia providing vaccinations to politically marginalized children, 6 months in Ghana running a village health clinic and investigating public health issues, and 6 months in Jamaica running a family practice in a rural clinic. Dr. Heilman has worked in Family and Emergency Medicine in Austin since 1973. In addition to his work at PCC, Dr. Heilman also provided medical services to the inpatients at Austin State Hospital until retiring from there in April 2010. He speaks 4 languages, and is married with 2 children.
Celia Neavel, M.D. -Director of Adolescent Health
Celia Neavel, M.D., FSAM, is a Diplomate of the American Board of Family Practice and graduated from Baylor College of Medicine. Dr. Neavel helped start the Center for Adolescent Health at the Clinic more than 13 years ago and remains its director. She also initiated and directs the Goals Program, a developmental/behavioral/primary care program at PCC. Dr. Neavel is fellowship-trained in adolescent medicine and developmental disorders and has a certificate of added qualification in adolescent medicine. She is Clinical Assistant Professor, UTMB Pediatrics-Austin, supervising residents and giving monthly lectures. Her main focus is holistic, interdisciplinary primary and specialty care for youth who are "at risk" for economic or developmental reasons. Listed Texas Super Doctor in 2004.
Richard Peavey, M.D. - Director of Adult Medicine, Internal Medicine
Richard Peavey, M.D. has been PCC’s Director of Adult Medicine since 2003, and has served as a general medicine physician at the Clinic since 1999. Dr. Peavey received his medical degree from the University of Texas Southwestern Medical School, Dallas and completed his obstetrics-gynecology residency at the University of Oklahoma, Tulsa Medical College. Dr. Peavey began practicing medicine in 1977, and his professional experience encompasses general practice, urgent care, occupational and rehabilitation medicine, and coordination of medical staff. In addition to his duties at PCC, Dr. Peavey is the state-wide Medical Director of the Texas Department of Assistive and Rehabilitative Services (DARS – aka, Texas Rehabilitation Commission), and has served as their local medical consultant to Austin and San Marcos since 1989. He currently has staff privileges at St. David’s Hospital.

Robert Sorin, M.D. - Director of Reproductive Health
Robert Sorin, M.D. is Director of Reproductive Health. He has been at PCC since 2000. He received his medical degree from the University de Monterrey Escuela de Medicina in Monterrey, Mexico and completed his residency in 1984 at the Robert Wood Johnson Medical School. He has been in practice in Austin since then. From 1984-85 he was a staff physician at Austin Regional Clinic. From 1985-present he has been in private practice. From 1999-2009 he was the Medical Director at Planned Parenthood of the Texas Capitol Region (Austin). In addition to his work at PCC, Dr. Sorin has a traditional private practice, he coordinates indigent obstetrical services in Labor and Delivery at St. David's Medical Center, and he is in charge of making sure that the St. David’s ER has constant OB/GYN coverage.

Georgia Armstrong, R.N. - Immunizations Supervisor
Georgia Armstrong, BSN, RN has been supervising and administering the Immunization Program at People's Community Clinic since October 1993. She received her BSN from the University of Texas at Austin School of Nursing in 1977. Georgia worked with migrant workers and their children in Colorado where she obtained her School Nurse Practitioner Certification from the University of Colorado School of Nursing in Denver. In her capacity as Immunization Supervisor, Georgia works closely with other Immunization programs and clinics at the state, county and city level.
Brenda Fierro, LCSW - Program Coordinator, Integrated Behavioral Health
Brenda Fierro is a Licensed Clinical Social Worker and graduate of the University of Texas at Austin where she received her BS in Social Work (2001) and Masters in Social Work (2002). She completed her clinical internship at Phoenix Academy, a residential substance abuse treatment center for adolescents, here in Austin. Brenda has been practicing in the field of counseling and mental health since 2001 in various settings. She has experience working with individuals, couples, and families as well as with providing group therapy in both English and Spanish. More recently, she has been providing professional trainings in culturally competent practice with Hispanic clients, drawing upon her years of experience with working with the spanish speaking population of Austin.
Bianca Flores, R.N., M.S.N. - Chronic Disease Program Manager
Bianca Flores, R.N., M.S.N. rejoined People’s Community Clinic in 2008 as the Chronic Disease Program Manager, coordinating clinic services for patients with diabetes by providing patient education and nurse case management, while organizing a multi-disciplinary team of health professionals aimed at improving health outcomes of patients with chronic conditions. Bianca received a BA in Mexican American Studies and Spanish from the University of Texas at Austin, and worked as a Health Educator at the clinic from 2001 to 2005 before returning to the University of Texas at Austin to become a Registered Nurse and received a Masters of Science in Public Health Nursing.
Sandra Morales, CMA - Offsite Clinic Coordinator
Sandra Morales is a Certified Medical Assistant who received her certification from Horizon Community College. She has continued her education working for Hospira Inc. and attending classes at Austin Community College. She was a Medical Assistant for eleven years in a variety of fields before joining PCC in May, 2009. She enjoys undertaking new challenges, the most recent being learning the Farsi/Persian language.
Robin Rosell, LCSW, LMFT - Director of Social Services and Tandem Coordinator
Robin Rosell, MSW, serves as the Director of Social Services at People's Community Clinic, providing supervision and provision of social work services to Clinic clients; and assistance in coordination and implementation of specialized adolescent health program, as well as coordinating the interagency Tandem Teen Prenatal and Parenting Program. Ms. Rosell received her MSW from the University of Texas at Austin, and is a Licensed Clinical Social Worker and Licensed Marriage and Family Therapist.
Sarah Glenney, LCSW - Social Worker, Integrated Behavioral Health Program
Sarah Glenney is a Licensed Clinical Social Worker and graduate of University of Texas at Austin. Prior to graduate school, she worked for two years as a MHA and activity coordinator at the Oaks Treatment Center, an inpatient behavioral treatment center for children and adolescents. In graduate school, she interned at the Drug and Alcohol Education Program with UT’s University Health services and at the Center for Child Protection. Before joining People’s Community Clinic in 2008, Sarah worked as a therapist at Paladin Community Mental Health Center. At PCC, she values the opportunity to work with the teens and adults in our Integrated Behavioral Health Program.
Marian Wall Thompson, LCSW - Social Worker and Care Manager, Integrated Behavioral Health Program
Marian Wall Thompson was born and raised in Houston, Texas. She attended the University of Colorado at Boulder where she received her BS in sociology. After college, she spent 18 months teaching English in South America, where she learned Spanish. In 2007 she received her Master’s in Social Work from the City University of NY (Hunter College) in New York City. After graduation she provided counseling services to children and adolescents at a mental health clinic in New York. She returned to Texas a couple of years ago to be closer to family. She has been with PCC since 2008.
